Action Plan on Grids
The European Commission’s Action Plan identifies 7 challenges for accelerating grids development in Europe and defines 14 key tailor-made actions and recommendations on how to address them in the short to medium term:
- Accelerating implementation of existing PCIs and developing new projects;
- Enhancing long-term network planning;
- Introducing a supportive, future-proof regulatory framework;
- Making better use of existing grids and smartening them;
- Improving access to financing;
- Ensuring faster and leaner permitting processes;
- Strengthening supply chains.
Gigabit Infrastructure Act
On 23 February, the Commission presented a set of actions aimed to make Gigabit connectivity available to all citizens and businesses across the EU by 2030. The intiative keeps in line with the objectives of Europe’s Digital Decade, and to enable the transformation of the connectivity sector in the EU.
Demand Connection Code
The Demand Connection Code sets harmonised requirements for connecting large renewable energy production plants as well as demand response facilities. The code will ease the integration of 260 gigawatts of photovoltaic & wind (almost tripling the current installed capacity in Europe) as well as 11 gigawatts of demand response in Europe (which could mean the sparing of 11 coal generation plants):
- Commission Regulation (EU) 2016/1388 of 17 August 2016 establishing a Network Code on Demand Connection

Renewable Energy Directive
The Council and the Parliament negotiators reached a provisional political agreement on 30 March 2023 to reinforce the EU Renewable Energy Directive.
The agreement raises the EU’s binding renewable target for 2030 to a minimum of 42.5%, up from the current 32% target and almost doubling the existing share of renewable energy in the EU. Negotiators also agreed that the EU would aim to reach 45% of renewables by 2030.
This legislation needs to be formally adopted by the Parliament and then the Council, before being published in the EU’s Official Journal and enter into force.
- Provisional agreement for a Renewable Energy Directive amending Directive (EU) 2018/2001, Regulation (EU) 2018/1999 and Directive 98/70/EC as regards the promotion of energy from renewable sources.
- Directive (EU) 2018/2001 of the European Parliament and of the Council of 11 December 2018 on the promotion of the use of energy from renewable sources (recast).

GEODE Webinar: Network Planning – Toolbox for DSOs

On Wednesday 7 June, from 09:30 to 11:30 AM, GEODE will be hosting our next webinar: Network Planning – Toolbox for DSOs.
To help us tackle this timely topic, our guest speakers will address relevant topics for DSOs, such as the European Commission project on developing a Digital Twin of the European Electricity Grid which will be presented by our guest speaker from DG ENER – European Commission.
We will also hear insights from our own members – Wiener Netze (AT), ENA (UK) and Elenia (FI) – who will be presenting their experiences and projects on network planning and network development.
